<p><P>PROBLEM TO BE SOLVED: To provide a handcart with a brake suitable for various kinds of needs, and a foldable handcart. <P>SOLUTION: A fixed brake has an operation unit thereof below an arm rest, and maintains the braked condition unless a user releases the fixed brake after operating the brake. In the manual braking operation, a brake body suppresses a wheel by the movement of a small wire similar to that of a bicycle. A luggage storage part is a cloth-made bag suspended from an upper frame formed by folding pipes in a square, and foldable.
