Provided are a transmission method and a transmission system for radio resource control signalling, wherein the transmission method for radio resource control signalling comprises: a terminal and/or a base station sending the radio resource control signalling to a wireless local area network access point; and the wireless local area network access point transferring the radio resource control signalling, which is sent by the terminal, to the base station through a radio resource control signalling transmission channel provided between the wireless local area network access point and the base station, and/or the wireless local area network access point transferring the radio resource control signalling, which is sent by the base station, to the terminal by means of radio transmission. The technical solutions of the present invention solve the problem in the related art that RRC signalling transmission can only be directly performed by the terminal with the base station, reduce resource overhead of a macro network, and also reduce the energy consumption of the terminal since the terminal can only maintain a connection with the wireless local area network access point.
