A method for implementing resource allocation, comprising: a base station indicates to a user equipment (UE) resources allocated to the UE, where the resources allocated to the UE comprise: one or more resource block groups (RBG) and/or one or more sub-RBGs, and the frequency domain span of the resources allocated to the UE is less than the number of physical resource blocks (PRB) corresponding to system bandwidth. By means of the described solution, the frequency domain span of the resources allocated to the UE by the base station is less than the number of PRBs corresponding to the system bandwidth, thus the number of bits taken up by resource allocation when the base station is transmitting to the UE information expressing the resources allocated to the UE.
