<P>PROBLEM TO BE SOLVED: To solve a problem, in a conventional system allowing a plurality of approvers having an equal authority to negotiate and sign while preventing alteration, in which a document is returned to a document creator for preventing the alteration of the document, when approvers other than the creator cannot approve the content on an item that the plurality of approvers can write. <P>SOLUTION: For assigning equality to a plurality of persons, a common item for which the plurality of persons have description authority is made into states of main lock and temporary lock as signature states to control the update authority of the document. A signature insufficient for the document can be confirmed by the state of temporary lock.
