PROBLEM TO BE SOLVED: To provide a constant water flow passage forming device capable of accurately providing a partition body by correcting it toward the predetermined position even if a displacement is generated by an influence of the water pressure inside an existing pipe when moving the partition body downward with downward pushing force in the case of providing the partition body at the predetermined position between cut surfaces inside the pipe after cutting the existing pipe. SOLUTION: A casing 10 is formed with guide pieces 21 and 21' extended in the vertical direction in the inside surface thereof. When moving the partition body 4 downward, the guide pieces guides both of a right and a left ends of a partition plate 6 to lead the partition plate without generating a displacement from the predetermined position for installation of the partition body 4.
