PROBLEM TO BE SOLVED: To provide a fixing device where the gloss difference of the surface layer of a fixing roller is eliminated and its effect is prevented from getting low because of soiling by toner, and to provide an image forming apparatus equipped therewith. SOLUTION: The fixing device includes: the rotatable fixing roller 91; a pressure roller 92 forming a fixing nip by coming into press-contact with the fixing roller 91; and an external heating roller 93 having a heating source inside and capable of rotating while abutting on the fixing roller 91. The fixing device has a roughening mode in which the surface roughness of the fixing roller 91 is changed, and an image heating processing mode in which the surface roughness thereof is not changed. In the image heating processing mode, the external heating roller 93 is dependently rotated to the rotation of the fixing roller 91, and in the roughening mode, the external heating roller 93 rotates while keeping a difference of circumferential speed relative to the fixing roller 91.
