PROBLEM TO BE SOLVED: To accumulate and store warning information in a case where a status of communication with a high-order monitoring system can not be ensured. SOLUTION: A monitoring apparatus 4 decides whether or not a health check signal from a high-order monitoring system 2 is received in each predetermined cycle. In a case where the health check signal can not be received in each predetermined cycle, it is decided that a status of communication with the high-order monitoring system 2 can not be ensured, and warning information received from a device to be monitored is accumulated and filed to produce a warning information file. Next, it is decided whether or not the predetermined period of a time for accumulating and filing the warning information expires or not. In a case where it is decided that the predetermined period expires, a transfer destination of the warning information file is switched from the high-order monitoring system 2 to a general-purpose file server 3.
