PROBLEM TO BE SOLVED: To extract a frame image efficiently to a scene. SOLUTION: A moving image processing device 21 has: a frame image selection means 26 for selecting a frame image at fixed intervals or arbitrarily from a moving image file; a non-similarity acquisition means 27 for acquiring non-similarity for each frame image selected by the frame image selection means 26; and a frame image extraction number determination means 28 for determining the number of frame images to be extracted between respective frame images in proportion to the value of the non-similarity of each frame image acquired by the non-similarity acquisition means 27.
