PROBLEM TO BE SOLVED: To provide: an insulated wire which is excellent not only in mechanical characteristics such as heat resistance but also in flexibility; and a cable using the same.SOLUTION: An insulated wire (1) is provided with: a conductor (2); and an insulator (5) having an inner layer (3) covering the outer periphery of the conductor and an outer layer (4) covering the outer periphery of the inner layer. The inner layer contains a composite resin formed by crosslinking a polyolefin resin and a polyolefin rubber as a main component, and has a foaming rate of 9.5-19.0%. A mass ratio of the polyolefin resin and the polyolefin rubber is 30:70 to 70:30. The outer layer contains a crosslinked resin formed by crosslinking the polyolefin resin having a melting point of 115°C or higher as a main component. A ratio of the thicknesses of the inner layer and the outer layer is 5:5 to 3:7.SELECTED DRAWING: Figure 1
