A method executed by a processor included in an information processing apparatus, the information processing apparatus including a central processing unit (CPU) that executes an application relevant to a communication other than a baseband processing, the method comprising: determining whether a load of the CPU is larger than a first threshold; if determining that the load is not larger than the first threshold, increasing or decreasing an upper limit of an operating frequency of the CPU and determining whether the load is larger than the first threshold again; if determining that the load is larger than the first threshold, optimizing a setting of the upper limit based on a change of traffic occurred when by increasing or decreasing the upper limit; measuring amounts of traffic at different times; calculating a variability index indicating a rate of variability of traffic using the measured amounts of traffic; determining whether the variability index is smaller than a second threshold; measuring an amount of traffic again and suppressing optimizing of the setting of the upper limit until the amount of traffic has stabilized, when determining that the variability index is not smaller than the second threshold; and executing the optimizing of the setting of the upper limit again by determining whether the load is larger than the first threshold, when determining that the variability index is not smaller than the second threshold.
