PROBLEM TO BE SOLVED: To determine the contents of limitations on services according to a physical condition.SOLUTION: An acquisition unit 111 obtains biological information of a user detected by a sensor 14. A generation unit 112 generates physical condition information indicating the physical condition of the user on the basis of the obtained biological information. A determination unit 113 determines the contents of limitations on services which are to be provided to the user, on the basis of the generated physical condition information.
