As a reactant solution 11 stored in the solution vessel 4 is supplied to a workpiece 3 placed in the reaction chamber 2, the volume of the solution vessel 4 is decreased, and the capacity of the reaction chamber 2 is increased. Thus, a region where hydrogen is generated is increased within a small space.
