Disclosed are a method and apparatus for determining a target cell. The method comprises: acquiring service capability information used for determining a target cell, wherein the service capability information comprises location Internet protocol access (LIPA) capability information; and determining a target cell for switching according to the LIPA capability information. By means of the present invention, the problem in the related art that the switching efficiency is low due to the determination of the target cell is solved, thereby achieving an effect of improving the switching efficiency. |
