PROBLEM TO BE SOLVED: To make participation in contests enjoyable.SOLUTION: A picture seal creation device comprises: an imaging unit that photographs users several times; a supplying unit that supplies to another device first images obtained as a result of photographing by the imaging unit, and first information representing a set prescribed range in association of the first images with the first information; an acquisition unit that, from the other device, acquires second images serving as images of users associated with second information representing a prescribed range, and different from the first images; an extraction unit that extracts the second image associated with the second information matching the first information of the second images acquired by the acquisition unit; a display unit that displays the second image extracted by the extraction unit; and a reception unit that receives a selection by the user with respect to the second image displayed on the display unit.
