PROBLEM TO BE SOLVED: To provide a rigid flat-plate radio wave absorbing board, light-weight and inexpensive in addition to having excellent radio wave absorbing board. SOLUTION: The radio wave absorbing board is obtained by laminating a sheet 2 to one or more surface on the radio incident side of a corrugated paper structure lamination 1 consisting of a sheet containing at least an electrical loss material. Regarding the sheet containing at least the electrical loss material and the sheet laminated to one or more surface on the radio incident side of the corrugated paper structure lamination, when a complex specific inductive capacity at the same frequency has a real number partεR and an imaginary partεJ, the complex specific inductive capacity of the sheet containing at least the electrical loss material is respectively in the range ofεR=1 to 500 andεJ=1 to 600, and the complex specific inductive capacity of the sheet laminated to one or more surfaces on the radio incident side of the corrugated paper structure lamination is in the range ofεR=1 to 6 andεJ=0 to 1.
