PROBLEM TO BE SOLVED: To surely determine an abnormal battery, while connecting two or more secondary batteries in series and in parallel. SOLUTION: A pack battery is equipped with a battery group 3 composed of series-connected parallel units 2 each having two or more secondary batteries 1 connected in parallel; a current/voltage detecting section 4 for detecting charge/discharge current flowing through the battery group 3, and voltages of respective parallel units 2, in a time-division manner using a multiplexer 6 which switches them; and a controlling/computing section 5 for determining abnormality of the parallel units 2, based on the change in voltages of respective parallel units 2 detected by the current/voltage detecting section 4. The controlling/computing section 5 compares the amount of change in current which is detected by the current/voltage detecting section 4, with a set value and determines the abnormality of the parallel units 2, based on the change in voltages of the parallel units 2 under a state such that the amount of change in current is not larger than the set value.
