PROBLEM TO BE SOLVED: To reduce the operation of remotely managing the use of the photographing function of a portable terminal device used for the operation of dealing with the abnormality of a monitoring target when the abnormality of the monitoring target increases.SOLUTION: A portable terminal device 13 includes a communication part 47 for receiving a first releasing signal and a second releasing signal from a remote device 10, and a mode setting part 48 for setting the operation mode of the portable terminal device 13 from a limitation mode for limiting photographing of an imaging part 43 to a releasing mode for releasing the limit when at least one of the first releasing signal and the second releasing signal is received. The remote device 10 includes an operation part 50 for receiving the operation input of setting the operation mode of the portable terminal device 13 to the releasing mode, a photographing control unit 56 for transmitting the first releasing signal when the operation input is received, and a limit releasing part 59 for transmitting the second releasing signal to the portable terminal device when the number of installed devices of abnormal states among devices installed in a plurality of monitoring targets is equal to or more than a threshold value.SELECTED DRAWING: Figure 7
