PROBLEM TO BE SOLVED: To provide an inexpensive fluid bearing device shaft member with a flange portion securing required high surface accuracy and form accuracy. SOLUTION: A joint member 23 is laid between a shaft portion 21 and the flange portion 22, and the joint member 23 is welded and fixed to each of the shaft portion 21 and the flange portion 22. In this case, welding and fixation are performed using a first tool 31 which has accurately finished squareness between a holding hole 31a for constraining a radial bearing surface 21a of the shaft portion 21 and a lower end face 31b for constraining an upper end face 22a of the flange portion 22. The used joint member 23 has a plurality of protrusions 23a1, 23b1 on both end faces 23a, 23b. The shaft portion 21 and the flange portion 22 are each welded and fixed to the joint member 23 with pressure energization of the plurality of protrusions 23a1, 23b1 abutting on the shaft portion 21 and the flange portion 22, respectively.
