PROBLEM TO BE SOLVED: To provide an image processing device that can reduce the image data amount, while keeping the image quality of a characteristic subject high.

SOLUTION: The image processing device is provided with a characteristic region detection part that detects a characteristic region from an image, an image-dividing part that divides the image into the characteristic region and a background region other than the characteristic region, and a compression part that compresses the characteristic region image being the image of the characteristic region and the background region image which is the image of the background region at respectively different intensities. The characteristic region detection part detects the characteristic region from multiple animation component images contained in an animation being the image; the image-dividing part divides the multiple animation component images into the characteristic region and the background region, respectively; the compression part compresses the characteristic region animation that contains multiple characteristic region images and a background region animation that contains multiple background region images at different intensities, respectively.
