A route planning system that is provided with: a route-condition data acquisition unit that acquires route-condition data that indicates the condition of a basic route along which support equipment is moved from a standby location to a prescribed location when an abnormality occurs in existing equipment; and a generating unit that, on the basis of the route-condition data, generates detour-route data that indicates a detour route along which the support equipment is moved to the prescribed location.
