PROBLEM TO BE SOLVED: To provide an illuminator capable of achieving high use efficiency of light by reducing a speckle noise and to provide a projector capable of displaying a bright image of high quality. SOLUTION: The illuminator includes: light source parts 12R, 12G and 12B that supply coherent light; light modulating parts 13R, 13G and 13B that modulate at least one of the phase and amplitude of the coherent light and make the light incident on the illumination area on a surface to be irradiated. The light modulating parts 13R, 13G and 13B are configured to successively switch a plurality of modulation patterns to create nearly constant light quantity distribution in the illumination area having a nearly constant shape.
