PROBLEM TO BE SOLVED: To provide a device which does not measure a back-flow of a water meter. SOLUTION: In a cylindrical cavity part having a bore diameter which is different depending on the nominal diameter of the water meter penetrating through an outflow part of the water meter, namely from a vane wheel chamber of the water meter to an outflow port, a plurality of bar-like or plate-like support posts having substantially central part axial holes are fixed by means of a cylindrical enclosure in a body of the enclosure, an extension line connecting the centers of the axial holes of the respective support posts is parallel to a central extension line of the enclosure, a movable bar-like rod smaller than the inner diameter of the axial holes is inserted into the axial holes of the respective support posts, the outflow port side direction of the rod protrudes and is extended from the nearest support post to the outflow port, a water pressure receiving body which is larger than the inner diameter of the axial holes and which has a shape adapted to receive the resistance of the water pressure is fixed to the tip part, the vane wheel chamber side direction protrudes and is extended from the nearest support post to the vane wheel, and a water pressure receiving body which is larger than the inner diameter of the axial holes and which has a shape adapted to receive the resistance of the water pressure is fixed to the vane wheel side of the support post.
