PROBLEM TO BE SOLVED: To provide a corona charging device designed so that uniform chargeability may be obtained and high speed chargeability may be improved, and to provide an image forming apparatus having the corona charging device. SOLUTION: The corona discharging device 2 includes: a case 53 that is disposed close to a body 1, 11 to be charged, the surface of which is moved, and that has an opening facing the body 1, 11 to be charged; a discharging electrode 52 that is disposed in the case 53 and used to generate equal quantities of positive polarity ion and negative polarity ion by applying a voltage thereto; and a charging potential control means for controlling so that the charging potential of the body 1, 11 to be charged has a prescribed potential. In the corona charging device 2, an upstream discharging electrode 51 is disposed within the case 53 located upstream of the charging electrode 52 in the moving direction of the surface of the body 1, 11 to be charged. The upstream side discharge electrode 51 generates positive polarity ions and negative polarity ions by applying voltage thereto, and generates ions of the same polarity as the polarity used to charge the body 1, 11 to be charged, more than ions of the reverse polarity to the polarity used to charge the body 1, 11 to be charged.
