a prediction unit configured to perform prediction for a received image to generate prediction errors based on the predicted image; a transform unit configured to perform orthogonal transform on the prediction errors to generate transform coefficients; a quantization unit configured to perform quantization on the transform coefficients to generate quantization coefficients; a first encoding unit configured to encode the quantization coefficients; and a second encoding unit configured to encode information indicating at least one of a range in which the transform coefficients are taken and a range in which the quantization coefficients are taken.
