PROBLEM TO BE SOLVED: To provide a remote monitoring and controlling communication system capable of controlling a high-tension switch or measuring a current, a voltage, the power factor and the like of a high-tension distribution line without delaying the detection of any change of a state of another high-tension switch or distribution line, and capable of detecting the change of a state of the high-tension switch or the distribution line. SOLUTION: Each of an optical IP key station 1 installed in the office of the distribution system and a plurality of optical IP substations 5 installed at appropriate portions of the high-tension distribution line 11 has a transceiver. The key station 1 and the substations 5 are each connected by a one-to-n system by an optical fiber cable 4 of one core and communications are conducted by the IP protocol between the key station 1 and the substations 5. The high-tension switch is controlled or a current, a voltage, the power factor and the like of the high-tension distribution line are measured during the intervals of polling, while the change of the state of the high-tension switch or the distribution line is detected independently by the substations.
