PROBLEM TO BE SOLVED: To make compatible operation of maintaining within a range of a contract demand with operation of covering a cold water supply load in a cold water producing device. SOLUTION: The cold water producing device 50 comprises a compression refrigerator 51; an absorption refrigerator 52 recovering exhaust heat of a generator; cold water piping 54 connected in series or parallel to the compression refrigerator 51 and the absorption refrigerator 52; and a control device 56 controlling the compression refrigerator 51 and the absorption refrigerator 52. The control device 56 controls the refrigerating capacity of the compression refrigerator 51 based on a contract demand maintaining command, and controls the absorption refrigerator 52 to cover the refrigerating capacity required as the cold water supply load.
