PROBLEM TO BE SOLVED: To provide a manufacturing method for a super-abrasive wheel and the super-abrasive wheel capable of simplifying a manufacturing process. SOLUTION: In the super-abrasive wheel 1, a phenol resin (glass phenol resin) containing glass is included in a base metal 3, and the glass phenol resin is included in an abrasive grain layer 5.
