PROBLEM TO BE SOLVED: To solve problems of conventional methods for improving shallow ground wherein poor agitation is liable to occur depending on soil quality, when a ground is hard, a large-sized machine is required since an agitator with large torque is required, when a ground to be improved is viscous (argilliferous), much soil is adhered to a rotary blade, co-rotation phenomenon of the rotary blade and the soil occurs, and poor agitation occurs, and when an improving substance is powdery, the substance is dispersed before and during the agitation and the environment is impaired. SOLUTION: This agitator for shallow ground improvement comprises an agitation member for agitating a shallow ground for which improvement is required. The agitator is attached to the end of the arm of a hydraulic shovel excavator. A high-pressure jetting device which jets a fluid at high pressure and uses the jetting energy thereof is attached to the agitator. COPYRIGHT: (C)2009,JPO&INPIT
