A method for manufacture an exposed concrete panel used as a surface finishing material of construction, and the exposed concrete panel prepared by the method are provided to improve strength and the finishing extent of surface even with a thin thickness. A method for manufacture an exposed concrete panel(100) comprises the steps of coating a stripping oil on the ground surface of a mold(200) whose upper part is opened; mixing concrete and a fiber reinforcement; pouring the mixed concrete into the mold; and curing the poured concrete. In the curing process, the vibration is applied to the mold. The curing process is carried out by the steam curing.
