PROBLEM TO BE SOLVED: To provide a method of safely protecting river banks by preventing the increase of a water flow due to a fixed weir which has conventionally cause floods and destroy banks. SOLUTION: A conventional fixes weir is lowered in height and the other movable weir is provided on its top to complement a necessary height. By fully opening the upper movable weir when the river has flooded, only the lower fixed weir can resist the water flow, and overall water flow resistance can largely be reduced compared with conventional high fixed weirs.
