PROBLEM TO BE SOLVED: To provide a communication system, a communication device and a communication method, having a reduced packet delay time.SOLUTION: The communication system includes: a first communication device which transmits a packet; a plurality of second communication devices each receiving the packet to notify the first communication device of a reception state; and a relay device which stores a packet transmitted from the first communication device in order of the transmission, to relay to a second communication device according to the packet destination among the plurality of second communication devices. The first communication device includes: a measurement unit which measures the transmission rate of the packet to each of the plurality of second communication devices; a determination unit which determines the reception capability or incapability of the packet in each of the plurality of second communication devices, on the basis of the measurement results and the reception state reported from each of the plurality of second communication devices; and a control unit which controls the transmission of the packet to each of the plurality of second communication devices, according to the determination result.SELECTED DRAWING: Figure 6 |
