PROBLEM TO BE SOLVED: To improve magnetic characteristics of a rare metal permanent magnet containing neodymium, iron, and boron.SOLUTION: This rare metal permanent magnet includes a main phases, and a grain boundary phase formed between main phases, the main phase periodically has a R-Fe-B layer containing one or more elements R selected from a group comprising Nd and Pr, Fe, and B, and an Fe layer. A part of B is substituted by one or more elements L selected from a group comprising Co, Be, Li, Al, and Si, and a part of one or more elements among element R, Fe, and B is substituted by one or more element M common to an element contained in the grain boundary phase.
