PROBLEM TO BE SOLVED: To provide an ionizing device or the like capable of analyzing mass ratio to electrical charge by ionizing samples of polymer by electronic cyclotron resonance phenomenon. SOLUTION: In an ionizing device 101, samples are injected from an injection part 103 into a chamber part 102 with a constant injection amount per unit hour, high frequency of power indicated from a wave guide part 104 are made incident, and after plasma is formed by electronic cyclotron resonance phenomenon in the chamber part 102, an acquisition part 106 finds the lowest limit of the power enabling plasma to be maintained by lowering the power of high frequencies. A control part 107 tries ionization and fragmentization of samples by increasing the power from the found lowest power limit, and an analysis part 108 analyzes the mass ratio distribution of the mass ratio to electrical charge of materials from a discharge part 105.
