PROBLEM TO BE SOLVED: To provide learning for a spontaneous agent, enabling the spontaneous agent to select intended tasks by itself and continuously develop the capability. SOLUTION: Paying attention to that actions of a prediction part 31, a planning part 33 and a control part 34 which are components of action control of an agent are similar to classifications of intrinsic motive in psychological knowledge, improvement in capability (reduction in error) of the respective components is caught as implementation of the intrinsic motive. The knowledge of flow theory is used for determining continuation of tasks by using the progress of the improvement in capability. This invention is applicable to a spontaneous agent.
