PROBLEM TO BE SOLVED: To enable a generation code quantity to be easily and stably decreased in the case that compressing coding may nearly be ruptured.

SOLUTION: In an AF evaluation value generating circuit 9, a ratio of RGB components in AF evaluation value control is changed in accordance with code quantity information sent from a code quantity information calculation circuit 812 of an inter-frame predictive coding processing circuit 8 and a peak position of an AF evaluation value is stably deviated from a best peak, so that an input image is blurred and the generation code quantity can be decreased.
