PROBLEM TO BE SOLVED: To more accurately determine whether a viewer has viewed a program.

SOLUTION: A broadcast data receiving section 5 receives broadcast data that are broadcast. A reception confirmation key extract section 8 extracts reception confirmation keys from the broadcast data. A reception confirmation processing section 7 counts the number of the extracted reception confirmation keys. A viewing determining section 14 determines that the viewer has viewed a program, when the counted number of the reception confirmation keys exceeds a reference value.
