PROBLEM TO BE SOLVED: To provide a frequency modulator which can provide images free from a color drift due to frequency modulation on the basis of a noise reduction system by modulating the frequency of an image clock by a prescribed fluctuation amount. SOLUTION: The frequency modulator performs the frequency modulation of an image clock and has a light emission signal generation means 101 to control a frequency change profile of a modulation image clock so as to make it the same profile to image positions drawn with lasers.
