A biocidal solution containing a mixture of free available chlorine and chlorine dioxide. A method of producing such a biocidal solution using electrolysis or acidification is also provided. The biocidal solution can be used to disinfect a surface such as sterilize a medical device, decontaminate a food item, treat water, or reduce or eliminate biofilm.
