PROBLEM TO BE SOLVED: To provide a separator for an electromechanical element capable of reducing the internal resistance of an electrochemical element, such as an electric double layer capacitor etc, preventing its self-discharge or short circuit, small in film thickness, and excellent in ion permeability, and mechanical strength; and to provide its manufacturing method. SOLUTION: The electrochemical element separator 10 is composed of a non-woven fabric 11 and a fiber layer 12 of fibril fiber disposed thereon. Especially, the electrochemical element separator 10 is suitably used for an electric double layer capacitor. The method of manufacturing the separator 10 comprises a supply process of supplying the nonwoven fabric 11 onto an annular belt, a coating process of coating a dispersion liquid formed of fibril fiber on the nonwoven fabric 11, and a drying process of drying up a laminate formed through the coating process.
