PROBLEM TO BE SOLVED: To provide an image monitoring system and an image monitoring method capable of greatly reducing the large data storage amount for image monitoring.SOLUTION: An image monitoring device 1 includes a shooting section 21 for shooting an area including a monitoring object, and outputting a captured image, a storage section 23 for prestoring a reference image matching the captured image or a feature amount obtained from the reference image, a scene determining section 22 for comparing a feature amount obtained from the reference image, stored in the storage unit 23, with a feature amount obtained from the captured image, and determining the monitoring state based on the presence or absence of the difference between both feature amounts, a pre-processing section 24 for changing the image quality of the captured image based on the monitoring state thus determined, a coding section 25 for encoding the captured image from the pre-processing section 24, a decoding section 32 for decoding the encoded data and outputting the difference information, and a storage section 34 for pre-storing the reference image, and storing the difference information as the shooting result.SELECTED DRAWING: Figure 1 |
