PROBLEM TO BE SOLVED: To provide a traffic event estimation system capable of estimating a traffic event that has unexpectedly or temporarily occurred in a manner different from that of a normal case.SOLUTION: A traffic event estimation device 1 acquires probe information including the position information, speed information, and time information of multiple vehicles C travelling on a road R, and estimates a traffic event on the basis of the acquired probe information of the respective vehicles C. Specifically, the traffic event estimation device 1 includes: a first specification section for specifying the travel states of the vehicles C in each one of multiple links constituting the road R for each predetermined time zone on the basis of the probe information acquired over the first predetermined period; a second specification section for specifying the travel states of the vehicles C in the links on the basis of the probe information acquired over the second predetermined period shorter than the first predetermined period; and an event estimation section for estimating a traffic event on the basis of the travel states specified by the first specification section and the second specification section.SELECTED DRAWING: Figure 1
