PURPOSE:To employ a small capacity of heat of a heating device for preventing freezing of a tank interior, by providing a horizontal partition wall in a tank to be located in the pole at a position corresponding to a freezing border plane, and providing heating pipes on the upside of the partition wall. CONSTITUTION:A horizontal partition wall 2 is provided in a tank T to be located in the pole at a position corresponding to a water surface W which is a freezing border plane. Heating pipes 3 are provided on the upside of the partition wall 2 to heat an upper chamber 4, thereby preventing an inside surface of the tank from being frozen. The horizontal partition wall 2 is formed with small holes 6 to secure communication between the upper chamber 4 and a lower chamber 5. In this manner, the upper chamber only which is required to be heated is heated, and accordingly it is possible to employ a small capacity of heat of a heating device for preventing freezing of an interior of the tank T.
