PURPOSE:To allow a subscriber line exchange to conduct the district regulation by providing a means transferring district congestion regulation information to a subscriber regulation ground identification device and a means assigning the said information to a tenant of the subscriber regulation ground identification device to have priority over the subscriber regulation information to a subscriber regulation controller. CONSTITUTION:When a district congestion detector 4 of a toll exchange 2 detects a district congestion, the detector 4 transmits congestion information Cn to a district regulation controller 10 via an interface controller 12 and a subscriber regulation controller 11. The controller transmits the regulation information to the subscriber regulation ground identification device 6 of plural subscriber line exchanges 3 existing in the said district and the said device 6 regulates a call of a tenant by the subscriber line exchange 3. The controller 11 regulates the district. In controlling competing tenants, the district regulation is regarded as it has priority, and when all tenants are in use, the subscriber regulated already is compelled and the district regulation is executed.
