PURPOSE:To reduce the increase of loss at low temperature by giving oscillation to a loose tube core, where an optical fiber strand is coated with a thermoplastic resin, in the production process of the loose tube core to uniform the cycle of helix of the optical fiber strand in the tube. CONSTITUTION:Since the loss of an optical fiber is increased by the occurrence of minute bend on the optical fiber due to contraction of the coating and an external force, the cycle of helix of the optical fiber strand in the tube is uniformed for the purpose of reducing the increase of the loss. An optical fiber strand 16 supplied from a supply device 11 is coated with the thermoplastic resin by a thermoplastic resin coating device 12 and is cooled by a cooling device 13 and is allowed to pass an oscillation generating device 18 as a loose tube core 17 and is wound around a take-up device 15 after passing a production line speed controller 14.
