PURPOSE:To make recording and reproducing in a high-quality TV system and a current TV system possible by converting a recording signal to another recording signal having the same bit arrangement with one field of a high- quality TV signal and a current TV signal as a fundamental unit and recording the converted signal. CONSTITUTION:A mechanism part 2 and a recording and reproduced signal processing circuit 4 are used in the MUSE high-quality TV system as well as the current TV system, and an interface circuit 6 where an MUSE signal is introduced and is converted to the recording signal having prescribed bit constitution and an interface circuit 8 where the current TV signal is introduced and is converted to the recording signal having prescirbed bit constitution are used through a system switching means 10. The circuit 4 arranges plural information blocks, each of which consists of data of >=500 and <=1,000 information bits, to form one line of digital signal and forms the recording signal where the number of blocks in the column direction of the digital signal is set to integer-fold 10 so that 250-line components of TV signal of the 3:1:1 system can be stored. Thus, this device is used in both systems.
