PURPOSE:To reduce the number of arising labels by retaining the assignment of the label value when the array of contents of the picture element concerned and those in the vicinity of the element become a specific array until it is shifted to the other specific one. CONSTITUTION:A label deciding part 2 is constituted with a labelling control part 21, a column counter 22, a retaining flag 23, a retaining position counter 24, an assigned label register 25, an A register group 26, a B register group 27 and an S register 28. The labelling control part 21 retains the assignment of the label value during a certain period until the array of the contents of picture element concerned and those in the vicinity of the elements become the specific array is shifted to the other specific array.
