PURPOSE:To reduce deviation of an actual car speed from a target car speed while enabling application for a different type of car by making a control duty ratio in which difference between a car speed and a target car speed is within a tolerable value, a reference set duty ratio. CONSTITUTION:A difference amplifier 16 outputs a difference between a voltage proportionate to a virtual car speed Vi which is outputted from a virtual car speed operating circuit 13, and a voltage proportionate to a target car speed Vm which is stored in a memory circuit 15, and its output signal is inputted in a microprocessor 18 via an AD converter 17 and an input part 20. The microprocessor 18 makes a previously set speed inclination VB which is multiplied by (m), a new speed inclination VB, reads the difference between the virtual car speed Vi and the target car speed Vm to judge whether it is below a tolerable value Vo and, when it is below Vo, the control duty ratio at the time is made a new reference set duty ratio SD, while the speed inclination VB is restored to its original state, thereby, making a reference et duty ratio SD the optimum.
