PURPOSE:To efficiently combine a line exchange service and a high frequency and wide band communication by adding a multi-access system during exchanging, a detecting an idle time slot in a line exchange system to operate a multi access system. CONSTITUTION:An accommodating circuit control section 205 of a terminal accommodating circuit 7 knows a request of a line setting from a terminal 71 through a subscriber's line 79, a transmission buffer 201 and then, it informs the opposite terminal accommodating circuit, for instance, an address number of a terminal accommodating circuit 8 to a central control unit 3. After the central control unit 3 sets it in a RAM 122, when a signal block is received to the transmission buffer 201 of the terminal accommodating circuit 7 from the terminal 71, the transmission request is set to '1'. Corresponding thereto, when a transmitter specifying circuit 11 permits to transmit to the terminal accommodating circuit 7, by a time slot signal expanded in a time slot supply circuit 13, a transmission gate becomes conductive. At the same time, a receiver' s address 121' from the RAM 122 is also supplied to the time slot supply circuit 13 and a receiving gate 88 of the terminal accommodating circuit 8 becomes conductive.
