PURPOSE:To make the size of a hydraulic unit smaller, by disposing equipment in such a manner that the center of coil placed on a coil receiving unit is located at a position higher than the center of the drum of a pay-off reel and permitting a lifter having the coil placed on it to keep its position or to move downwardly only. CONSTITUTION:A coil receiving unit 14 is slidable upwardly and downwardly with respect to a frame 16 and it is moved upwardly and downwardly by a cylinder 15 having an output sufficient to lift the coil receiving unit. When coils are placed on lifted coil receiving units 14 at the right and left hand, a coil car 9 is moved toward below the coil receiving unit 14 by a cylinder 11. After that, a lifter 8 is moved upwardly by a cylinder 10 and stopped by contacting the under surface of the coil on the coil receiving unit 14. Then, a cylinder 15 of the coil receiving unit 15 lowers for transferring the coil onto the coil car 9 and the coil car 9 is moved toward a pay-off reel 1 by the expansion of the cylinder 11 and stopped there temporarily and then the lifter 8 is lowered. When the coil is lowered to a position where it can be inserted into a winding drum 7, the coil car 9 moves again so that the coil is mounted on the drum 7.
