PURPOSE:To make it possible to uniformly exfoliate to clean impurities of respective cooling water pipe groups of a heat exchanger by providing turning flow forming plates in pipelines through which a fluid containing therein cleaning balls is caused to flow, and also providing a rise-up pipe at the branching part of said pipelines located on the downstream of the turning flow forming plates. CONSTITUTION:In a pipeline as a circulation path 5, an intermediate partition plate 21 substantially forming a pentagon is provided upright so that it forms two flow passages 24 and 25. In said pipeline 5 striding over the downstream side of the intermediate partition plate 21, respective turning flow forming plates 22 and 23 each forming a semielliptical shape are inclined at an angle theta of inclination so that both plates 22 and 23 intercross both said flow paths 24 and 25. Further, at a branching part 6 of said pipeline 5 on the downstream side of both turning flow forming plates 22 and 23, branch pipes 5a and 5b are provided. One of the branch pipe 5a forms a rise-up pipe, and further is connected to an inlet water chamber of a condenser 8. While turning in right-handed rotation, the fluid is shifted to the branching part 6 where said rise-up pipe 5a is located. Hence, cleaning balls which are contained in the fluid are rotate in a spiral manner are shifted to the rise-up pipe 5a provided upright in the branching part 6, and on the other hand, cleaning balls advancing straight are moved to the branch pipe 5b.
